Attached please find the Kids Are Priority One Coalition’s Early Childhood Finance Working Paper.  (The paper will soon be posted on the coalition's web site as well.) The information contained in this Working Paper grew out of Kids Are Priority One’s Early Childhood Finance Project, which ran from January to September 2006.  The project was initiated to address insufficient funding for early childhood development services by identifying potential finance strategies and fostering discussions about how to best finance those services.
 
The seventeen finance strategies outlined in this paper emerged from seventeen interviews, a limited literature review, and discussions among members of the Finance Project Advisory Committee over the course of two meetings.  While the paper describes numerous strategies, we acknowledge that no single strategy will solve the finance puzzle.  Rather, potential diverse strategies should be considered for their potential to be woven together to support the healthy development of Vermont’s young children.
 
It is our hope that these strategies will advance future discussions about early childhood finance at the program, regional and statewide levels.  As the Building Bright Futures State Council takes up the discussion of early childhood finance, it will be important to engage a variety of voices in the conversation.  Ensuring broad participation in the discussion can lead to the development of better strategies and greater support for the strategies that are implemented in Vermont.
